China aprueba reforma del sistema electoral de Hong Kong que busca silenciar a la oposición
Uno de los cambios más radicales es la creación de un comité que evaluará el nivel de patriotismo de cualquier persona que se presente a un escaño en la antigua colonia británica, donde se celebrarán elecciones parlamentarias este año.
China aprobó este martes una reforma radical del sistema electoral de Hong Kong que dejará prácticamente sin voz a la oposición del territorio semiautónomo, ya que reduce los diputados elegidos directamente por los ciudadanos y estipula que Pekín decidirá si los candidatos son «patriotas».
Esta reforma impuesta por el poder comunista sin consultar al Consejo Legislativo (LegCo), el parlamento de Hong Kong, es un nuevo paso adelante de Pekín para retomar el control de la excolonia británica tras las protestas prodemocracia de 2019.
El año pasado entró en vigor una drástica ley sobre la seguridad nacional, que llevo a la detención de los principales líderes del movimiento prodemocrático. También fueron aplazadas un año, con el pretexto del coronavirus, las elecciones legislativas, en las que la oposición esperaba lograr un avance significativo.
El presidente chino Xi Jinping promulgó este martes la reforma, que había sido aprobada por unanimidad por el Comité Permanente del Parlamento chino.
Uno de los cambios más radicales es la creación de un comité que evaluará el nivel de patriotismo de cualquier persona que se presente a un escaño en la antigua colonia británica, donde las próximas elecciones parlamentarias están previstas este año.
Con la nueva ley, el número de diputados pasará además de 70 a 90, pero solo 20 de estos escaños (un 22%) serán elegidos directamente, frente a los 35 que se atribuían de esta manera en el sistema hasta ahora en vigor, aseguró Tam Yiu-chung, el único representante de Hong Kong en el máximo órgano de decisión del Parlamento chino.
En total, 40 parlamentarios serán nombrados por un comité de personalidades pro-Pekín. Los 30 restantes serán elegidos por grupos socioprofesionales, según un complejo procedimiento ya existente y que ha designado siempre a personas favorables al poder central.
La reforma fue acogida con satisfacción por el campo pro-Pekín, que llevaba tiempo criticando la obstrucción legal de la oposición prodemocracia en el LegCo. Finalmente los representantes de la oposición dimitieron en masa en noviembre para protestar por la expulsión de cuatro de ellos.
«La excesiva politización de la sociedad y las desavenencias internas que han desgarrado a Hong Kong pueden ahora mitigarse», dijo la jefa del ejecutivo local, Carrie Lam.
