Los archirrivales Irán y Arabia Saudita acuerdan poner fin a años de hostilidades en un acuerdo mediado por China
Arabia Saudita e Irán anunciaron el viernes que acordaron restablecer las relaciones diplomáticas después de siete años de hostilidad, en un acuerdo entre archirrivales regionales que podría tener amplias implicaciones para el Medio Oriente.
Riad y Teherán planean reabrir sus embajadas dentro de dos meses en un acuerdo mediado por China, Arabia Saudita e Irán, dijo en un comunicado conjunto después de las conversaciones en Beijing el viernes.
También planean volver a implementar un pacto de seguridad firmado hace 22 años en virtud del cual ambas partes acordaron cooperar en materia de terrorismo, narcotráfico y lavado de dinero, así como reactivar un acuerdo comercial y tecnológico de 1998.
El anuncio del viernes también es una victoria diplomática para China en una región del Golfo que durante mucho tiempo se ha considerado parte del dominio de influencia de Estados Unidos. Se produce cuando la administración Biden intenta lograr su propia victoria en el Medio Oriente al tratar de negociar un pacto de normalización entre Israel y Arabia Saudita.
Las conversaciones habían estado en curso desde el 6 de marzo en Beijing entre el jefe de seguridad nacional iraní, Ali Shamkhani, el asesor del consejo de seguridad nacional saudí, Mosaed Bin Mohammad Al-Aiban, y el principal diplomático de China, Wang Yi, según los medios estatales iraníes.
El video de la ceremonia de firma transmitido por los medios iraníes mostraba a los funcionarios sentados alrededor de mesas en lados opuestos con las banderas de Arabia Saudita, Irán y China a su alrededor.
“Seguiremos desempeñando un papel constructivo en el manejo adecuado de los temas candentes en el mundo actual de acuerdo con los deseos de todos los países y demostrando nuestra responsabilidad como país importante”, dijo Wang, y agregó que el presidente chino, Xi Jinping, lo apoyó desde el principio.
En un aparente retroceso a la influencia estadounidense, Wang dijo que “el mundo no se limita al tema de Ucrania”, al tiempo que enfatizó que el destino de Medio Oriente debe ser determinado por la gente de Medio Oriente.
“Los cancilleres de los dos países se reunirán para implementar esta decisión y hacer los arreglos necesarios para el intercambio de embajadores”, dijo el comunicado conjunto. “Las dos partes acuerdan respetar la soberanía y la no injerencia en los asuntos internos de la otra parte”.
Arabia Saudita e Irán habían sostenido previamente conversaciones destinadas a la reconciliación en Omán e Irak.
Riad rompió los lazos con Teherán en 2016 después de que manifestantes iraníes irrumpieran en la embajada de Arabia Saudita en la capital iraní tras la ejecución de un clérigo chiíta en Arabia Saudita. Desde entonces, han librado una guerra de poder que ha involucrado a varios países vecinos, acercando cada vez más a la región a la guerra.
En Yemen, los dos países han apoyado a lados opuestos de una guerra civil que ha sido descrita por las Naciones Unidas como una de las peores crisis humanitarias del mundo. Desde allí, los rebeldes hutíes han disparado misiles contra Arabia Saudita y los Emiratos Árabes Unidos, apuntando a la infraestructura petrolera que es vital para sus economías.
Sin embargo, Arabia Saudita ha estado involucrada en conversaciones directas con los hutíes, y parece que se está manteniendo un alto el fuego no oficial.
El ministro de Relaciones Exteriores iraní, Hossein Amir-Abdollahian, elogió el acuerdo y dijo que Teherán intensificaría sus esfuerzos diplomáticos en la región.
“Las relaciones entre Irán y Arabia Saudita que vuelven a la normalidad fortalecen a los dos países, la región y el mundo musulmán”, tuiteó Amir-Abdollahian el viernes.
Teherán se encuentra cada vez más aislado en el escenario global. Las conversaciones para revivir el pacto nuclear de Irán de 2015 con las potencias mundiales están congeladas y las relaciones con los estados occidentales han enfrentado más tensiones debido a la brutal represión de la República Islámica contra las protestas que comenzaron en septiembre.
El principal aliado internacional de Irán, Rusia, está preocupado por la guerra en Ucrania, mientras que China, su otro aliado, últimamente ha estado cortejando al archirrival de Teherán, Arabia Saudita.
“Para Arabia Saudita, el acercamiento con Irán es una parte clave de una gran ofensiva diplomática en todos los frentes”, dijo Hussein Ibish, académico residente principal en el Instituto de los Estados Árabes del Golfo en Washington. “Así como Arabia Saudita normaliza las relaciones con Irán, produce un marco potencial para eventualmente, tal vez, normalizar también con Israel”.

La reconciliación se produce cuando China amplía su alcance diplomático en el mundo árabe. “El papel de China como intermediario es sorprendente y podría presagiar una posición diplomática más audaz”, dijo Sanam Vakil, investigador principal del programa de Medio Oriente y África del Norte en el grupo de expertos Chatham House en Londres.
