Los maestros llegan a un acuerdo tentativo con las Escuelas Públicas de Portland
Después de más de tres semanas fuera de las aulas y de un tumultuoso vaivén entre los equipos de negociación del distrito y el sindicato, más de 40.000 estudiantes de Portland regresarán a la escuela el lunes.
Las Escuelas Públicas de Portland y la Asociación de Maestros de Portland llegaron a un acuerdo tentativo que esencialmente pone fin a una huelga de maestros que ha mantenido las escuelas cerradas desde el 1 de noviembre.
Según la carta de PPS enviada a las familias el domingo por la tarde, los miembros del sindicato deberán ratificar los términos y la junta escolar también deberá aprobar el contrato completo en su reunión del martes. Pero los estudiantes regresarán el lunes con un retraso de dos horas.
“Nos sentimos aliviados de que nuestros estudiantes regresen a la escuela y sabemos que estar fuera de la escuela durante las últimas tres semanas (faltando compañeros, maestros y aprendizaje) ha sido difícil para todos”, dijeron la superintendente Guadalupe Guerrero y la junta escolar de PPS en el carta.
«Agradecemos a nuestros estudiantes, familias y comunidad por su paciencia y perseverancia durante estas negociaciones prolongadas», dijo el distrito en la carta. «También queremos expresar nuestro profundo agradecimiento por nuestros educadores, quienes son la columna vertebral de nuestro distrito y enriquecen las vidas de nuestros estudiantes».
PAT dijo que los educadores están poniendo fin a la huelga, asegurando un “acuerdo tentativo histórico” con victorias clave para el apoyo a la salud mental de los estudiantes, el tamaño de las clases, el tiempo de planificación protegido, la construcción de protecciones de salud y seguridad y los aumentos en el costo de vida.
Los maestros y administradores estuvieron “muy, muy cerca” de llegar a un acuerdo la semana pasada, según miembros de la junta escolar, pero las dos partes no pudieron ponerse de acuerdo sobre la estructura y el papel de los comités propuestos que influirían en las clases superpobladas. El acuerdo tentativo describe un ajuste del costo de vida de casi el 13,8% en tres años. El distrito inicialmente propuso apenas un 11% y PAT había propuesto más del 20%.
Como se describe en las declaraciones de PAT y PPS, el contrato también aumenta el tiempo de planificación dedicado, el acceso a equipos de apoyo de salud mental para los estudiantes de todo el distrito y la financiación para abordar las condiciones del edificio, entre otras cosas.
“Este contrato es un momento decisivo para los estudiantes, las familias y los educadores de Portland”, dijo Bonilla. “Los educadores participaron en piquetes junto con familias, estudiantes y aliados, y debido a eso, nuestras escuelas están recibiendo la inversión adicional que necesitan”.
Los funcionarios del distrito dijeron que el contrato costará alrededor de $175 millones durante los próximos tres años. Dijeron que esto significará hacer “recortes significativos” durante el proceso presupuestario de primavera para el próximo año escolar.
