ONU adopta resolución exigiendo equidad en el acceso a las vacunas
La resolución pide a las economías desarrolladas la donación de vacunas «a los países de ingresos bajos y medianos o que lo necesiten (…) para un acceso equitativo a los productos sanitarios contra el covid-19».
El Consejo de Seguridad de las Naciones Unidas adoptó este viernes por unanimidad una resolución impulsada por el Reino Unido que exige equidad en el acceso a las vacunas contra el covid-19, lo que da señales de cierta unidad en la comunidad internacional.
Esta es la segunda decisión que adopta el Consejo sobre la pandemia, e insta asimismo a la solidaridad y a un alto el fuego en los países en conflicto para luchar mejor contra el virus y llevar a cabo las vacunaciones.
«El voto a favor de la equidad en las vacunas es importante y lo apreciamos», dijo el director de la Organización Mundial de la Salud (OMS), Tedros Adhanom Ghebreyesus.
«Pero hay que tomar medidas concretas, como renunciar a la propiedad intelectual de las patentes para aumentar la producción, la cobertura de la vacuna y deshacerse de este virus lo antes posible», añadió.
En un hecho poco común en la ONU, la resolución, redactada por los británicos, fue copatrocinada por los 15 miembros del Consejo de Seguridad, según fuentes diplomáticas.
Tras apenas una semana de negociaciones, esta resolución representa un giro para la comunidad internacional hacia una unidad, que ha mostrado más bien divisiones desde el inicio de la pandemia.
También refleja un claro acercamiento en la relación entre Estados Unidos y China desde la llegada al poder del demócrata Joe Biden.
El año pasado, Francia y Túnez tardaron más de tres meses en lograr la aprobación de una resolución, que instó a un alto el fuego en todos los conflictos del mundo debido a la pandemia, en medio de una rivalidad cada vez mayor entre Washington y Pekín.
Garantías de «acceso equitativo» de dosis
La resolución aprobada este viernes pide a las economías desarrolladas y «todos aquellos en condiciones de hacerlo» la donación de vacunas «a los países de ingresos bajos y medianos o que lo necesiten (…) para un acceso equitativo a los productos sanitarios contra el covid-19», y subraya la «urgente necesidad de solidaridad, equidad y eficiencia».
Asimismo, el Consejo llama al «fortalecimiento de los enfoques nacionales y multilaterales y la cooperación internacional (…) para facilitar un acceso equitativo y asequible a las vacunas contra el covid-19 en países en conflicto armado o en situaciones de pos-conflicto o de emergencia humanitaria compleja».
El texto exige además «que todas las partes en el conflicto armado participen de inmediato en una pausa humanitaria prolongada y sostenida para facilitar, entre otras cosas, la entrega y distribución equitativa, segura y sin obstáculos de las vacunas contra el covid-19 en las zonas en conflicto armado».
El Consejo llama al secretario general de la ONU, Antonio Guterres, a «evaluar con frecuencia y en forma integral los obstáculos al acceso a las vacunas» e insta a los países miembros a tomar «medidas para evitar la especulación y almacenamiento inadecuado que podría dificultar el acceso a vacunas seguras y eficaces, especialmente en situaciones de conflicto armado», según el documento.
