La administración ha notificado al Congreso que tiene la intención de desviar el dinero al DHS para financiar el esfuerzo, que sólo comenzará una vez que Panamá y Estados Unidos finalicen un acuerdo formal.
El «objetivo del programa es proporcionar asistencia técnica y otras capacidades para que puedan básicamente crear un programa más sólido para repatriar a los migrantes que no establecen una base legal para permanecer en Panamá», dijo el alto funcionario estadounidense a CBS News.
Los representantes de la embajada de Panamá en Estados Unidos no respondieron a las solicitudes de comentarios.
Los planes estadounidenses subrayan la desesperación de la administración Biden por reducir los niveles sin precedentes de migración hacia la frontera sur durante los últimos tres años. En el año fiscal 2023, la Patrulla Fronteriza de EE. UU. registró más de 2 millones de detenciones de migrantes que ingresaron al país sin autorización; solo la segunda vez que la agencia superó esa cifra.

De hecho, la administración Biden ha trabajado cada vez más para convencer a los países latinoamericanos de que detengan a los migrantes con destino a Estados Unidos otorgando protección humanitaria a quienes reúnen los requisitos para recibirla y deportando a quienes no lo son. Diecinueve países aceptaron esas solicitudes cuando firmaron el año pasado la Declaración de Los Ángeles sobre Migración y Protección, mediada por Estados Unidos.
La administración de Biden ha tratado de gestionar la migración a través de estos esfuerzos diplomáticos, así como una combinación de sanciones por cruces fronterizos ilegales (incluida una regla que restringe la elegibilidad para asilo) y mayores oportunidades para que los inmigrantes vengan a Estados Unidos legalmente.
