Décimo aniversario de DACA: los beneficiarios piden una acción del Congreso mientras la reforma migratoria sigue estancada
En 2012, la administración Obama introdujo el programa de Acción Diferida para los Llegados en la Infancia (DACA), que protege a todos los inmigrantes elegibles que llegaron a los EE. UU. cuando eran niños de la deportación.
«DACA me dio esperanza», dijo el destinatario del programa, Eddie Ramírez, a ABC News. «Y lo más importante que me dio [DACA] fue un número de Seguro Social con autorización de empleo, que me permitió trabajar para ganar dinero para pagar mis estudios».
Ramírez nació en Jalisco, México, y llegó a los Estados Unidos en 1994 con tan solo un año y medio. Hace diez años, en 2012, recibió el estatus de DACA, lo que finalmente le permitió perseguir sus aspiraciones de convertirse en dentista.
Los estudiantes de DACA como Ramírez no son elegibles para ayuda federal, ciertas becas y pasantías. Las limitaciones impuestas a los beneficiarios de DACA impulsan a varias corporaciones e instituciones a negar oportunidades educativas y laborales a personas calificadas debido a su estado.
“No todas las instituciones son amigables con DACA”, dijo Ramírez.
Durante su último año en la escuela de odontología, entró en vigencia la rescisión de DACA de 2017, lo que amenaza el estatus de ciudadanía de Ramírez.
“Era esta ansiedad de si voy a poder ser dentista”, dijo Ramírez. «¿Voy a poder seguir practicando la odontología, todo para lo que fui a la escuela?»
Ramírez es ahora un dentista en ejercicio en Hillsboro, Oregón, pero el futuro de su realidad y la vida que construyó para sí mismo penden de un hilo mientras los legisladores retrasan la reforma de la política que afecta su estabilidad.
DACA ha prometido seguridad a más de 835,000 beneficiarios, según los Servicios de Ciudadanía e Inmigración de EE. UU.
Durante los últimos 10 años, DACA ha enfrentado muchos desafíos legislativos. La última respuesta del Congreso a las demandas de los beneficiarios de DACA fue el fallo del juez del Tribunal de Distrito de los EE. UU. Andrew Hanen en julio pasado que prohibió el programa DACA y cerró la puerta a todos los nuevos solicitantes. La apelación del Departamento de Justicia a esa decisión ahora llega a la Corte de Apelaciones del Quinto Circuito. Mientras tanto, la reforma migratoria está estancada en el Senado.
Cientos de beneficiarios y simpatizantes de DACA planean manifestarse en el Capitolio de los EE. UU. el miércoles, pidiendo al Congreso que garantice la igualdad de oportunidades bajo DACA y la creación de un camino sustancial hacia la ciudadanía.
Uno de esos destinatarios es Greisa Martínez Rosas, directora ejecutiva de la organización de defensa de los derechos de los inmigrantes United We Dream.
“Lo que estamos buscando es protección permanente para que podamos vivir sin miedo en nuestros hogares”, dijo Rosas a ABC News. “Poder conducir al trabajo sin el temor de ser separados de nuestras familias y poder hacer planes para el futuro”.
Rosas se reunió con la vicepresidenta Kamala Harris en enero para enfatizar las demandas de protección permanente. Ella dice que si bien «nos sentimos escuchados y comprendidos», no se tomó ninguna medida para fortalecer un futuro determinado para los destinatarios.
Miles de estudiantes calificados son vulnerables a la deportación. Atrapados en el fuego cruzado de los remanentes de la administración anterior, que Rosas describió como «vehementemente antiinmigrante», y los esfuerzos de la administración actual, las realidades de las personas indocumentadas permanecen en el limbo.
Aunque DACA no proporciona un camino hacia la ciudadanía, la última línea de defensa en la lucha por la protección es la Ley de Promesas y Sueños Estadounidenses anticipada. Si se convierte en ley, el proyecto de ley está configurado para proporcionar un camino oficial hacia la ciudadanía al otorgar el estatus de residente permanente durante 10 años a los inmigrantes indocumentados que califiquen.
