Los defensores temen que las disposiciones antiinmigrantes se abran paso en el proyecto de ley de gastos
Los grupos religiosos están expresando su preocupación de que los legisladores amplíen las disposiciones ya existentes para evitar que los inmigrantes ingresen a los EE. UU. mientras los legisladores regatean sobre lo que se incluirá en un histórico proyecto de ley de gastos de $ 260 mil millones centrado en la atención médica y el medio ambiente.
Varias organizaciones católicas de la Coalición Interreligiosa de Inmigración de 55 miembros expresaron su preocupación el 3 de agosto de que algunos legisladores intentarán incluir una extensión de una regla de la era Trump en la Ley de Reducción de la Inflación.
La legislación es el elemento más visto en el Congreso, ya que los miembros se preparan para el receso de verano a principios de agosto e incluye importantes créditos fiscales y subsidios para la atención médica y el medio ambiente.
Pero a algunos les preocupa que los legisladores republicanos intenten insertar una extensión del Título 42 de la Ley de Seguridad de la Salud Pública, que impide que los solicitantes de asilo ingresen a los EE. UU. citando preocupaciones de salud causadas por la pandemia de coronavirus.
La administración Trump comenzó a usar la regla del Título 42 en marzo de 2020 cuando el conocimiento de las crecientes infecciones del coronavirus comenzó a aumentar en los EE. UU. y en todo el mundo. El Título 42 no se ha levantado y los fallos de los tribunales federales lo han mantenido en su lugar.
Con el Título 42 todavía vigente, “no hay necesidad de extender la política legislativamente”, dijo la Coalición Interreligiosa de Inmigración en un comunicado de prensa del 3 de agosto. “Los proyectos de ley y enmiendas que afirman extender temporalmente el Título 42 no solo generan una retórica dañina y xenófoba, sino que también imponen requisitos tan inalcanzables que harían que buscar asilo sea prácticamente imposible”.
“Las organizaciones miembros de la (coalición) siguen siendo inequívocas en su apoyo basado en la fe a las personas vulnerables que se han visto obligadas a huir de sus hogares, y en el derecho legal y humano a buscar asilo”, dice el comunicado.
La coalición dijo que ha estado instando a los senadores a votar «no» a cualquier enmienda «que perjudique a las comunidades de inmigrantes y descarrile este proyecto de ley importante e histórico que la nación necesita desesperadamente».
La hermana Áine O’Connor, de las Hermanas de la Misericordia de las Américas, dijo que “las enmiendas antiinmigrantes no pertenecen a este proyecto de ley, y usar a los inmigrantes como peones para ganar puntos políticos niega su dignidad esencial, pertenencia y, en última instancia, nuestra propia realización de nuestra humanidad común y la necesidad mutua”.
Los inmigrantes son contribuyentes fundamentales para la economía, dijo, y agregó que infundir miedo en cualquier idioma que los legisladores introduzcan en el proyecto de ley provocará una atmósfera de odio que podría costar vidas.
“Solo necesitamos reflexionar sobre el tercer aniversario de hoy del tiroteo masivo racista y violento en El Paso para ver los resultados de tal avivamiento del nacionalismo blanco y la retórica antiinmigrante”, dijo.
“Hacemos un llamado a los senadores que intentan ‘culpar a las víctimas’, los inmigrantes, a que reconozcan que décadas de políticas exteriores estadounidenses fallidas en América Latina han contribuido a las causas profundas de la migración, creando la espiral de desigualdad y violencia de la que la gente huye por sus vidas”, dijo la hermana O’Connor.
Fran Eskin-Royer, directora ejecutiva del Centro Nacional de Defensa de las Hermanas del Buen Pastor, suplicó a los senadores que no adjunten “enmiendas falsas sobre inmigración y refugiados a la Ley de Reducción de la Inflación”.
“Estas posibles enmiendas antiinmigrantes dañarían aún más nuestro fallido sistema de inmigración y perjudicarían aún más a los hombres, mujeres y niños inocentes que escapan de patrias peligrosas en busca de seguridad y bienvenida”, dijo.
“Nuestra Estatua de la Libertad y los valores estadounidenses abarcan a todos. Entonces, deberíamos dar la bienvenida a todos, basados en el conocimiento de que todos y cada uno de nosotros estamos dotados de la dignidad que Dios nos ha dado”, agregó Eskin-Royer.
Mary J. Novak, directora ejecutiva de Network, un grupo de cabildeo católico por la justicia social, dijo que este “no es el momento de jugar a la política… y que ninguna píldora venenosa se interponga en el camino” del paquete.
Pero el Título 42 puede no ser el único punto de conflicto relacionado con la inmigración en las negociaciones. Algunos senadores republicanos han dicho que pueden mencionar la seguridad fronteriza y otros temas de inmigración, pero se han negado a decir cuáles son.
Los observadores de la política de inmigración también están viendo un punto muerto en la Ley de Modernización de la Fuerza Laboral Agrícola bipartidista en la que los senadores Michael Bennet, D-Colo., y Mike Crapo, R-Idaho, han estado trabajando, tratando de establecer un camino para que los trabajadores agrícolas extranjeros obtengan estado legal en los EE.UU.
Si bien había alguna esperanza de que pronto se pudiera llegar a un acuerdo, dado que se ha culpado a la falta de trabajadores en los campos por el aumento de los precios de los alimentos en los estantes de las tiendas de comestibles de EE. UU., los senadores no han podido llegar a un acuerdo.
El proyecto de ley fue aprobado en la Cámara de Representantes, pero el Senado ha tropezado con los derechos de los trabajadores.
National Public Radio, en una historia del 18 de julio, dijo que los senadores están “atascados en una disposición poco conocida centrada en esos trabajadores H-2A: si se les debe permitir demandar a sus empleadores si creen que se han infringido las leyes laborales”.
